Jeremy Eckert

Jeremy has over sixteen years of experience working on complex land use and transactional real estate projects. Before launching Tharsis Law in 2019, Jeremy was a partner and chair of the land use group at Foster Pepper PLLC (now Foster Garvey PC). He is also an adjunct professor at the Seattle University School of Law, where he teaches land use and real estate law. He was recognized by Best Lawyers® in America in Land Use and Zoning Law. ​  ​

Jeremy's representative matters:
  • Assisted clients in purchasing, permitting, and selling multifamily and townhome assets in Seattle, Bellevue, Kirkland, Redmond, Renton, Woodinville, and other Washington jurisdictions.

  • Secured comprehensive plan amendments and rezones for property owners in Seattle, Kirkland, and Bellevue.

  • Resolved notice of shoreline code violations through documenting and persuasively demonstrating “grandfathered” nonconforming rights.

  • Resolved a public infrastructure dispute without litigation by demonstrating that a client’s project did not have a nexus or proportionality to the city’s desired (and expensive) infrastructure upgrade.

  • Secured land use permits for multifamily development project sites throughout the Puget Sound region, including site plan approvals, critical areas permits, shoreline permits, design review approval, and landmark certificates of approval.

  • Negotiated and secured development agreements for various multifamily projects.

  • Secured Conditional Use Permit for an outdoor athletic facility.

  • Advised lenders on project entitlements to inform risk and loan documents.
     

Community Involvement / Speaking:

  • Jeremy is an active member of industry and civic organizations, currently serving on the Government Affairs Committee for the Washington Multifamily Housing Association. He previously served on the NAIOP Government Affairs Committee.

  • Jeremy is a regular speaker at land use law conferences, including the Washington Appellate Judges Conference, the Washington State Bar Association Environmental and Land Use Law Conference, and the Hearing Examiner Association of Washington’s Conference.
